Joe L. Aviles

Joe L. Aviles is a Partner in the Houston, Texas office of The Arbitrage Group, Inc..  Mr. Aviles serves as either a project director or technical reviewer for the Rebate Practice of The Group.  Mr. Aviles has extensive experience in the computation of complex arbitrage rebate computations for tax exempt bond issues.  His primary responsibilities include: 

  • Coordinating the engagement with a client base consisting of major municipalities, hospitals, universities, as well as other issuers/borrowers of tax exempt bonds; bond attorneys; corporate trustees and financial advisors throughout the United States.  In this capacity Mr. Aviles is responsible for gathering the necessary data required to perform the rebate calculation.

  • Analysis of bond documents and bond proceeds investment activity to identify key characteristics of the bond issue and determine the related IRS arbitrage rebate requirements;

  • Prepare or review the computation of arbitrage earnings or penalty in lieu of rebate computation and insure that the computation is in compliance with the IRS arbitrage rebate requirements; and,

  • Research of technical issues for our clients.

Prior to joining The Group, Mr. Aviles was a Senior Manager in the National Arbitrage Practice of KPMG Peat Marwick LLP.  His experience was concentrated in the preparation and review of rebate and penalty in lieu of rebate computations.  He served in this capacity for over six years.

Prior to joining KPMG’s National Arbitrage Practice, Mr. Aviles was a member of KPMG’s Audit Practice for a period of four years.

Mr. Aviles received a Bachelor of Science degree in Business Administration with a major in Accounting from the University of Texas at Austin.
